Its recommended to use Patcher instead of fullbright mod/resourcepack as it's fullbright feature optimizes the lighting engine instead of only increasing brightness, https://sk1er.club/mods/patcher.
The version of NEU you have is outdated, download the latest version from https://github.com/Moulberry/NotEnoughUpdates/releases/latest.
The version of Patcher you're using is outdated (1.5), make sure to update it at https://sk1er.club/mods/patcher
Update ScrollableTooltips, https://sk1er.club/mods/text_overflow_scroll, the version you have is outdated (1.3).
