Recommendations:

Unless you know what you're doing, modifying your JVM args could have unintended side effects. It's best to use the defaults.
Its recommended to use Patcher instead of fullbright mod/resourcepack as it's fullbright feature optimizes the lighting engine instead of only increasing brightness, https://sk1er.club/mods/patcher.

Possible Solutions:

OptiFine issue, seems your pack has broken connected textures. Either use a different pack or disable connected textures. (esc > options > video settings > quality and set connected textures to off)

Recommendations:

The version of NEU you have is outdated (PRE26), download the latest version (PRE30.2) from their discord server.
