Possible Solutions:

• Update to the latest version of Patcher. https://sk1er.club/mods/patcher
• Don't extract OptiFine, just put it in your mods folder

Recommendations:

• Unless you know what you're doing, modifying your JVM args could have unintended side effects. It's best to use the defaults.
• The version of NEU you have is outdated (PRE27), download the latest version (PRE30.2) from their discord server.
• The version of Patcher you're using is outdated (1.5.1), make sure to update it at https://sk1er.club/mods/patcher
• Update ScrollableTooltips, https://sk1er.club/mods/text_overflow_scroll, the version you have is outdated (1.3).
