Possible Solutions:

• If using SkyblockAddons, update to the latest version
• Update Optifine to one of the latest versions, M6 if on macOS, M5 if not

Recommendations:

• Its recommended to use Patcher instead of fullbright mod/resourcepack as it's fullbright feature optimizes the lighting engine instead of only increasing brightness, https://sk1er.club/mods/patcher.
• The version of NEU you have is outdated (PRE26), download the latest version (PRE30.2) from their discord server.
• Skyblockcatia is known to cause some issues. Try removing it and seeing if any issue(s) are resolved. If this fixes it, please take it up with the developers of the mod.
