Possible Solutions:

This is most likely an issue with ChatTriggers. To fix this issue use https://github.com/ChatTriggers/ChatTriggers/releases/latest instead.
Update Optifine to one of the latest versions, M6 if on macOS, M5 if not

Recommendations:

The version of NEU you have is outdated (PRE28.1), download the latest version (PRE30.2) from their discord server.
The version of perspectivemod that you're using is outdated, use https://inv.wtf/djperspective instead.
