Possible Solutions:

OptiFine issue, seems your pack has broken connected textures. Either use a different pack or disable connected textures. (esc > options > video settings > quality and set connected textures to off or fast)

Recommendations:

The version of NEU you have is outdated (PRE26), download the latest version (PRE30.2) from their discord server.
The version of perspectivemod that you're using is outdated, use https://inv.wtf/djperspective.
Update ResourcePackManager, https://www.youtube.com/watch?v=OQZFWrrEcYM.
Update Sk1er's OAM, https://discord.gg/d4KFR9H as the version you have is outdated (Beta 7).
