i dont know how to get it installed and working in release it dus not show me how to install only where to get it

Uhh which launcher do you use?

If it's not Modrinth launcher or Prism launcher I'd recommend one of those (mainly cause they're better than regular Minecraft launcher and easier to explain how to do stuff with)

with prism:

Add your Minecraft account
Create a new fabric 1.21.5 instance
Download the 1.21.5 release from #Releases
Edit the instance and go to mods
Click add file
select the skytils.jar
done

(you may need to set java to be 17/21 and tick skip java compatibility checks)
