Glass and Entity smearing on both 1.10.8 and 1.10.9-pre1

I've been dealing with this for over a month now, on both windows and Linux i've been experiencing a bug causing all glass and entities to fly across the screen, it seems to follow the nearest player (if they move left everything affected moves left with them) and happens when there is a large amount of players nearby or when i am looking towards a large amount of players even when there are blocks in the way.
