I can specifically set the location to where I'm standing but every time he talks it gets offset like this

Skytils is resetting the waypoint position on one of his later lines of dialogue, so the King's position often offsets in the direction of the queen

I don't know for sure, but I think it's the line that goes "I'm covering you in my foul stench..." after you give him an egg
