Windows: Hit Windows Key + R and type in %appdata%. Open the .minecraft folder.
Mac: On the bar at the top of your screen in Finder, click Go, then click Go to Folder and type ~/Library/Application Support/Minecraft, then hit enter.

Possible Solutions:
- Remove
-noverifyfrom your JVM args. - A file cannot be accessed because it is being used by another process, possibly an instance of the game that got stuck in the background. Try killing all
javaprocesses in Task Manager or restarting your PC.
Recommendations:
- Unless you know what you're doing, modifying your JVM args could have unintended side effects. It's best to use the defaults.
- Most of the time you don't need more than 2GB RAM allocated (maybe 3-4GB if you use skyblock mods). You may be able to reduce the amount of RAM allocated from 2048M to 2048M or 3072M
