I have no idea if this is even possible to diagnose, but if I'm watching something on a channel and then switch through a couple of different channels, I start to get stutters every few seconds or so until the current episode ends. I use Plex to watch and I have eztv in a docker on unraid.

Channels run on demand, and only terminate after a couple minutes where the client no longer requests playback.
So, this is kind of expected and means you flipped through more channels than your hardware can support transcoding at the same time

Are there any optimizations I can make to streamline this? I have a i7-12700K and I've had many more streams going at once directly in Plex with no problem. I wonder if I have something set up wrong.

if you want a channel flipping experience, you will probably have to use hls direct (hacky mode that doesn't always work) with a supported client (very limited choices - tivimate on android, mpv on pc)
that would be closer to what plex is doing when you do vod playback
