Qsv errors on Windows Intel Core i5-1235U

Hello,

I'm in the process of migrating over from a MacOS build to a Windows build. I've tried a few of the Hardware Acceleration options, I'm assuming I want to use Qsv since I have a processor that should be able to use Quick Sync. I keep getting errors like this:
ERR] HLS process for channel 13 has terminated unsuccessfully with exit code 1: [AVHWDeviceContext @ 0000022e524f3d40] Error creating a MFX session: -9.
Device creation failed: -1313558101.
Failed to set value 'qsv=hw:hw,child_device_type=dxva2' for option 'init_hw_device': Unknown error occurred
Error parsing global options: Unknown error occurred

Any ideas on how I can resolve this? I am logged in as the primary user on the machine and running ErsatzTV directly from there.

If it makes any difference this is the machine I'm setting up: Beelink Mini PC, Sei12 Intel 12th i5-1235U(Up to 4.4GHz, 10C/12T), Intel lris Xe Graphics
I've also tried using the latest version of FFMPEG.

Any ideas on this? To follow up, I've installed the latest intel drivers, ensured tone mapping was off, went into bios and directly enabled iGPU, updated windows to the latest version, searched through the intel software for any clues but to no avail. I also installed docker / WSL and tried to get things up and running that way, there I can at least select a device in the FFmpeg Profiles section, but I was unable to figure out how to get mapped drives to work inside of docker on windows to test and see if it works. Should I cut my losses and install Ubuntu / setup a dual boot system?
