i got some improvements with changing the actors coordinate system by adding a modifier but it is still messed up.

the problem was in the blend file export it was the wrong size i needed to scale it down.

my problem was unused bones the were affecting the mesh so i cleared the bones effects on the weight map to fix it. i got the model and rig online and it needed some tweeking. i ended up with a 1.0 scale
