We were able to get a recovery email sent to his email, but when he gets in, it says the information he provides is not correct and it times out.

That post doesn't seem to apply to the issue that my friend is experiencing. It isn't a loop. It seems that when the account was created via MMC it bugged in creation setting information that he was never asked for and he's now unable to do anything to even recover the account.

You'll probably have to ask Sony for that, I don't think Velan has any way to see PSN accounts, it's just used for crossplay
