I personally don't like the wording, and wage meaning of this with no more information around it... Without information about "rules" or how the system decides I get the feeling it is a half baked idea someone internally just said in a meeting one time "let's push back all the level 10's and watch them do their gring all over again"
I know many level 10's who have grinded HARD for their ELO over many years and always striving for more, mostly because it will always "stay" as a reminder of their skill.
But just moving their ELO down every 4 months? Because we think it will be good for competition makes the ELO above level 10 mean nothing anymore.
