A variant of wind turbines that apply the chill/cold condition to players and enemies caught in it. Cannot cause freeze status, so it won't freeze torches or braziers or other objects, but it will blow out braziers just like a regular turbine. Same speed settings as a turbine, but more dangerous due to the slow effect of chill reducing player control.
