#Allow player to disable flippers from inventory

If a player gets stuck in water and the maker didn't provide a way out, they're softlocked. It's something to consider for makers but I think being allowed to disable the effects of passive items yourself would help.

it's just extra stuff for makers to think about, and extra stuff for players to have to deal with when makers don't 😓

I don't really know how often this would happen but it's a thought. don't want people throwing flippers into old dungeons without considering this
