Don't know how to replicate it.

found out what it was

i have fixed it but for the time being for you, you can remove the rail underneath the bumper to fix it

the problem was the bumper and straight rail being on the same tile

yea, bumpers also count as a rail, so the order on that specific tile was just reversed
