So this is this bug for browser and any version and even any other client. A lot of people most likely experienced this bug due to it being very easy to repeat etc. It has happened more than once on multiple occasions for me and most likely other people, and it is very repeatable as in a toddler can do this bug.
The steps are:
1.) Create an account
2.) Join any clan that will win a scar skin (e.g. top 8 clans)
3.) Wait till clan wars resets and until you get reward
4.) Go equip the skin and you will be able to access the gun in game
This as far as I know has been going on for 2 months because I recently quit but based on the easy steps most likely has been a bug since scar skins were obtainable from clans, might even work with trading.
