The Hawkeye system is an anti-cheat system that gives certain trusted players the ability to spectate live games and take actions against cheaters like warnings and temporary bans to help improve the experience for legit players,
After 2/3 warnings the player should get a 2 weeks ban from ranked mode,If the player get banned more than 3 times a notice should be sent to the developers to decide whether or not the player should be permanently banned from the game

Atm, I think this should just be limited to moderators only

Have a system where normal players can apply to be hawks, but they're limited to only the warn feature, which can only be used once per game. (Warns wear off after 1 week) If three warns are active on a player at once, they get added to a list where moderators can spectate any player on that list that is in an active match. (Moderators have the ability to ban)

I also don't think it should be a permanent ban from ranked. Moderators should get the options for an hour ban, a day ban, and a week ban.

better to stick with a system like trusted reviewers only report like you said but the final call is made by a moderator
