If you have a WR in a Certified level, you get this badge, and you can get more of this badges (like the winstreak badges) to indicate how much WR you have.
If someone beats your record, you lost one of the badges.

having the WR is enough IMO (BUT if you could actually flex badges next to your name in gd - just like in rbr, i would support this post)
