You will have the ability to get a perk that slows you down but gives you 3 extra energy to spend on weapons and stuff. Also you cannot get the speed perk once buying this.

no, because you're sacrificing a lot of your speed, which may make you unable to run from the water or dodge rockets. Although you do have a point.
