Can I make the game run well on a latitude 3310? Meaning I am ready to sacrifice playability but I want to be able to play on latest patch public servers at around ~60 fps

yeah you can get away with 60 FPS the only issue I can see is input lag you can't really do anything about that but you can try plugging in a mouse and keyboard and see if that helps but if you try to install Windows on your device it's going to cause a little bit of performance issues or a lot more depending on what versions of Windows your on
