If you're on such a strict budget for astrophotography, you'll want to stick to a DSLR and a lens, 50mm and 135mm are popular choices.

That thing will be the worst thing you could do to yourself in all honesty, the mount will be horribly wobbly and you will have to manually track quite often because of the focal length, you'd also be left with very little budget for a camera.
