Look into a dob
According to astrobiscuit, you should get a long thin refractor. Or if you want to save up more, like @fringe spoke a dob would probably be better.
For example, I just found a 4.5" dob for the same amount you stated.
But that was in my country
I don't really like the idea of a long thin refractor, a 130mm 650 dob is gonna beat it any day
Look into used market
no
this is fine to start with
its what i started with
u want to do visual or photography?
I recommend using the website widescreen-cnetre.com, has a huge huge selection from accessories to what ever 100000€ telescopes. Althought if you dont live in the uk u have to pay costums.

If @novel gust wants to do planetary, it's possible to do both.
Oh planetary yes
That works just fine then but you have to pay costums what no one whants to do.
