Gonna say "no."
For one thing, Steampunk is more of a hardcore pack. The reason why you don't have "very much" storage is because the mod settings have been set for the pack to decrease the storage. You're not locked into using the chests alone, though, or just using a single backpack.
You can use multiple backpacks (and stack upgrades and stuff), but you can also use Barrels if you're using mob grinders or farms.
Yeah, that's just her opinion.
