An example: Legacy of a Death Knight:
Gives +6 AD, +6 Frost, +6 Soul, but regeneration no longer works on them, Absorption doesn't work on them.
Permanent Resistance 1/2.

Essentially, they are meant to come with character altering effects, with some positives and negatives.

Can possibly be implemented as a 'Legacy Skill Tree'
Where it cost special items, rather than skill levels to unlock stages in it.
It'd be done at a special legacy table.

Every Legacy would come with its own questline, in the form of item fetches.
In example: x1 Nightfall, x64 Lost Soul, x1 Soul Siphon 3 Book, x64 Wither Skeleton Skull.
and that would only unlock one new power in the Legacy Skill Tree. While unlocking the next stage.

There have been ideas of the artifacts themselves getting their own skill tree, a small'ish one, but this is an interesting idea and I do like it, very interesting for something like frostmourne as it is the deathknight artifact

Doesn't even have to be themed around the artifacts. Taking on some inspiration from WoW, it could be things like:
Legacy of the Holy Light(Priest, Paladin, Crusader)
Legacy of Mana(All mage-types)
of a Monster Hunter
of an Assassin
of a Berserker

And so forth. Sort of being a way for classes to hyperfocus down on something. Like sure, that guy over there is a warrior, but he focus on slow 2h heavy hits, while the other guy focuses on dual wielding, fast hits.

While some legacies may be hyperfocused and thus doesn't have a split, other legacies, might have a split, like Mana, where you'd have to choose an element once more to be the focus.

Could also be themed around each artifact. Overall, if something similar is implemented, I don't think it should be something easy to come by.

Another thing would be, a unique enchanting table. That give special enchants for artifacts, that can only be obtained by each their own artifacts.
I.e: Frostmourne:
Runic Power 1 to 3~5.
Every level of Runic Power, empowers the abilities of Frostmourne by 15%. Obliterate, Remorse Winter, Agonizing Breath, Curse of Agony.

Wailing of Souls
Each hit with Frostmourne, stacking up to 3, grants a unique status effect, a debuff, to the enemy.
Similar to Smouldering from Emberlash. Instead of AD, its Frost/Soul. Every stack causes the enemy to take +2 Frost/Soul, maxing out at +6Frost/Soul or a lesser version of that: 1+ Frost/Soul per stack.

You'd need to acquire special materials for that enchanting table and for every enchant

An example would be something like, Runefrost Ingots crafting method.
But you'd use a block of netherite, instead of Iron. an Encased Remnant instead of Frost Rune and a Wither Star instead of Prismarine Crystal.

Could also just be enchanting books you get through the Legacy Tree. That can only be obtained that way.

Although I love the idea that sounds like corruption to me, getting specific buffs while receiving negative effects

I’m not sure if one should be there with the other, too many negative effects and specific buffs, but I’d definitely see both in the same system tho
