i do believe the devs have stated they'll never add Lootr or other similarly functioning mods to their packs...or specific titles at least...

That's a shame, it makes it harder to play asynchronously with my friends because I'd feel bad emptying out a mineshaft or stronghold w/o thrm otherwise.

you could ask them about the reasons for not adding it....my guess would be it has some kind of exploit mechanic or behavior that players can just cheese out to infinity that's hard to patch out...

go with 4 people in a dungeon so it's 4 times as easy to clear and get 4x the loot, but wait that's not all now every player going to the cleared dungeon can just get free loot

Yeah, it probably scales poorly on a server with shared bases and resources.

A usage point linear regression system on the loot tables in the chest could "solve" that...maybe?

Having the chest keep a record of how many times it's opened by new/unique UUID players, causing it to generate less valuable loot each time till it hits a threshold and then just generate generic loot that you can just find in a village... in my head it does sound like a solution to this.
the first 2-3 players may get the good stuff but after that the loot quality drops significantly and might prompt the next players to explore elsewhere

Based on how I k ow things to work, it's probably "not hard" but is long/a lot of work.
