This is an issue present in both packs, currently the approach to make steel is using a pulverizer and infuser (fabric) so it is definetly possible, although harder. I'll add the recipe for it in 1.7.1

I disagree with this for the fact that refined iron can only be gotten with smelting iron

Unless we could smelt refined iron into steel
