theres a few reasons why 1.19.3 wont happen

#
  1. minor version update but MAJOR internal changes. most mods needs to fully rewrite core parts of their functionality to work with 1.19.3 EVEN if they update from 1.19.2
#
  1. not enough new content in 1.19.3 to justify an update. as its a minor version, it added very few things to the game. this, combined with the problem above, just doesnt make it a worthwhile task
