Latest version that is public is 1.19 and grindstone method exists and grindstone method is more balanced.

Regarding the version, doesn't 1.19 version work with 1.19.2 as well?
As for the grindstone, I just found out you can transfer enchants onto books :D Very useful. Disenchanter mod does however also give the player more creativity with what enchantments you wish to keep and what not using items.

I'm simply saying that disenchanter is too op on that front, but that'll be for devs to decide. As for 1.19 working with 1.19.2, that will be a no, not always.
