If you throw bombs into someone else's private region, they break the private (if the explosions on the server are not disabled), they also cause damage in someone else's region

thats just how it is. all minecraft interactions and moded ones too dont ahve builtin integration with all possible claims mods out there

also i strongly advise against running bukkit and forge together its literally having 2 competing modloaders installed on same game

btw i had made specific integration for all your issues down there for claims mod but i cannot possibly do it for all mods. For bukkit plugins i cant even if i wanated as its a different enviironment

Because the server most likely will not switch to mods identical to plugins that are installed on the server, because mods for the private region contain a lot of bugs

Or maybe you know some adequate mod that is similar in functionality to worldguard-bukkit?

Yes

#

I do have flan integration for example but all those aren't really meant to be used with mods as they require special integration with each mod that even slightly adds any mechanic of its own. There's no way to globally intercept block placing to account for extra logic
