I read that there was some dungeon you could do for 2.5b silver weekly? Is this true? And can an absolute scrub be hard carried thru this? Was wondering if someone could tell me what content this is?

There are few things that sre weekly and has such high income
Guild bosses will give 1-2bil per week and you can be piss poor geared
Atoraxxion dungeons, not sure how much those gives weekly. The 4th wing is very tough and has high income
Then there are rift bosses ever 5days giving about 1-2bil total
Black shrine bosses are also good money

Like can I do it from anywhere and I don't need to physically go anywhere? I'm only 4 or 5 days in, sadly don't get a lot of game time so I'm only 213/223 right now

Black Shrine you can do from anywhere in the world with a party, for Atoraxxion you need to move to the Ancient Stone Chamber and teleport to the Dungeon from there.
Both of them require a party of 5 people, the required gear differs. You can get a rough estimate of ap/dp you need for each of the difficulties from the pinned message in #atoraxxion-sign-ups and #party-black-shrine-sign-ups, those are basically the lower limit of stats that make the content doable.
Imho you are still quite far away from those things, so I wouldn't bother with this event, sure it's a lot of money, but finding a party to willingly carry you won't be realistic.
