There were 2 other Shakatu Seals before which eventually got replaced by the radiant we have now. Thus it can be assumed that some time in the future, they will get replaced as well.
I don't fully understand why you're complaining about getting free stuff tho, you don't need to use them for the rings, you can get a title for 300 of them as well if you're into completionist stuff. We get around 10 per month from login reward and sometimes there is events that also give them.
