This is because of knowledge of the Main quest line
Before you had to do the side quest line to trigger for inventory slot
Now you need knowledge of the quest line to trigger chat option
Knowledge is a part of Quest line rewards, which is new thing now
So your previous completions will not count since the knowledge was not reward before
You need to complete this quest line

i've rerun the entire side questline after the changes for the knowledge again on another char. i no longer able to redeem the free inv slot expansion from my other chars lol except that questline you link me only that i was able to redeem again on my other chars. the other rest aren't obtainable anymore after gaining the knowledge

im not sure if the main story has to do with it? I did all my alt char main story at the snow area lol.
The quest suggestions no longer showing on all my alts too besides the one you link only. kinda weird after i gain knowledge of the other ones (inv slot expansion side questline). i got knowledge of the one you link too but i can still redeem it on my alts.
all the other rest are gone and non redeemable except the "The Lying Father" after PA recent patch notes changes

For me i can do the Lying Father quest line and then do the inventory part

Other inventory expansion tasks should work with Chatting but the last in Drieghan is still behind a small Quest chain of The Lying Father (which takes like 1 minute to complete)
The chain does not require Drieghan questing anymore so as long as you have 1 character who has completed the main story line you can do The Lying Father quest and get +2 inv slots
