War heroes cannot be invited while a Node/Conquest war is in progress, but is that all? Can they be invited up to the minute before NW begins?
Not interested in NW; I'm planning guild bosses and have been burned once or twice.

Pretty sure the only time you cant invite is during NW/siege time + 10 minutes after

War Hero Contract Expiration Time: 10 min after Node War ends
Before: Contract ends at 23:10, 10 minutes after Node War ends at 23:00
After: Contract ends at 22:10, 10 minutes after Node War ends at 22:00

i know they changed to 10min but there was time where it wasnt properly applied

Yep, can't invite starting from start of nw/siege, will get put back into your own guild 1h 10 min after nw start or 4h 10 min after siege start, and can invite again 2h after nw start or 5h after siege start

Also you can invite up to the very start of nw, unless the guild of the person you're inviting has a fort built
