so on my first toon i did regional quest to get time black stones and refined black stones, i have noticed that i cannot do the same on alt , seems like its a one time thing, i mean i have areas that i did do but that might not be enough. any tips on better ways to get more of the stones

These are seasonal only region quests so they do not reward the seasonal materials on other characters.
Other ways to get the stones would be:
- Rift Echo's
- Season RBF Daily Quest
- Season Atoraxxion Dungeon
- Season Weekly Quest
- Exchanging [Season] Coelacanth Fish
- Grinding monsters on Season Server
