I was excited to graduate my seasonal character for all the reward they giving out, but then I found out they giving out 2nd time piece but I already graduated my season and I tried timepiece but doesn't work. Is that 2nd timepiece done? Reduce to atoms?

yep. only season chars can use it to swap their status so once you graduate, there's no use for it
