Ok so. There is a thing called “special attack” in bdo. These are for example, crit attack, back attack, down attack, air attack (there are others but not important).
These special attacks add a modifier on top of your damage that increases it
For example, a critical attack does 200% damage compared to an attack without modifiers
The “all special attack damage %” adds (in this case 2%) some extra % damage on top of the modifier. So instead of doing 200% damage on a crit attack, you do 202% damage
And because it’s for all special attacks, the stat also applies for the other types of special attack modifiers

for pure damage, which one would be better?

Depends. If you hit the AP cap of the spot, then always number 3.
If you don’t, then it’s a toss up between 1&3, depending on how much special attack % you already have and how easy it is for you to get these special attacks.
If you don’t have 100% accuracy on the mobs, 3 will always be best.
2 is never going to be the most damage
