How do your grades compare to students at your school? I wonder if the gpa conversion is removing some of the actual rigor or difficulty within your grading system that isn't accurately reflected in the U.S. grading system.

Because there's a pretty big discrepancy between your U.S.-calculated gpa and your sat. Like your sat is outstanding.

Would you say it's accurate to say you struggled in school in your educational system or were a mediocre student? Or would you say that's not an accurate reflection of your academic capabilities?

Also, regardless of stats, the probability of getting scholarships or aid as an international student is somewhere less than 1%. So, it's really rare to consider a school a "safety", because safety implies not only can you get in, but can you get funded. And the odds of that for the schools you listed as your safeties, at last for ASU and University of Cincinnati, are fairly low. I'm not sure about the financial aid situation for the other schools you provided.

CU Boulder does not provide any aid or scholarships to international students at all. Unless you're a stellar athlete or artist and get recruited via that route as opposed to just the traditional application.

Double check the financial aid offices for the schools you're consider to see if A) they offer aid or scholarships to international students and B) is the amount of aid they're able to provide enough to make the school affordable for you.

Some schools will offer scholarships to international students but it will only take 10-20k off of what otherwise would be a 60k total cost of attendance school.

Also keep in mind all schools except for like 10 in the U.S. are need-aware for international students so your odds of getting admitted decrease with the amount of aid your equst.

The good news for you though is that your SAT score is really good, which could potentially make you competitive for full ride scholarships at some schools if they're available for international students.

Try Ole Miss? The CoA should be ~21k after scholarships ( stem major non resident of 8k + ACT/SAT scholarships of 20k)
