They are, but they still indicate you're qualified. You just don't fit their current class, and it gives them a pool in case their yield is bad. Some schools have exceptional yield, which often makes it a soft rejection.

Generally waitlists are a sign you can get in elsewhere since you're still a qualified candidate. But again, college admissions are like the lottery.
