I'm not so sure UChicago has a weaker preprofessional focus than other schools, but if you're looking for more of an academic/intellectual focus, LACs would be a good place to look. Carleton College for instance is a pretty good LAC, but it doesn't have a straight engineering program, rather it's a 3+2 where you do 3 years at Carleton and graduate with your Physics/Philosphy majors and then go to Washu for engineering BS and MS.

I do agree with everyone else, your sat is pretty damm good, there's little point to taking it again. You can if you want to but it's not a requirement.
Also macalester and St. Olafs are two more LACs that came to mind. St. Olafs is actually in the same town as Carleton and they are traditional rivals to my understanding
franklin and marshall gives some merit i think

UK schools are extremely inflexible - your courses each year are fixed with a few electives from a limited selection. No double majoring unless you do a combined degree
I recommend Vanderbilt, you sound like a potential good fit for their scholarships too
Urban but in a nice part of Nashville and it has more or less everything you want
For your majors you can apply to VTech as a target/safety, and if you want more liberal arts then you can apply to UVA (not as good for engineering but it’s far from bad either)
consider Brown, their open curriculum makes it super easy to double and triple major. in fact 50% of browns undergrad class ends up double majoring (some even don't mean to double major but naturally aquire the credits anyway). weather might not be the best, but brown def has the intellectual focus ur looking for. and size is 8k which is perfect it seems
obviously very hard to get into but def lines up with ur interests!!
