Likely letters are rare and very bias to target groups that admission committee wants to look for.

You might be an amazing applicant who was accepted. But the admission committee knows you'd enroll if accepted, and they also know that they need to STRONGLY convince specific people who fit demographics for marketing purposes

Its not a matter of merit mostly, just "Oh this one is very unique, we need this for Columbia's inclusivity in this program?"
