I can't say for sure because in REA, those who were flat-out rejected didn't receive one, while those who were deferred got one relatively early

Eventually, it really comes down to the strength of one's application and whether they passed prescreening or not. I know multiple people from that area who are applying with super low GPAs

Aside from the fact that Harvard defers a lot of applicants, if they defer you, it means they're not quite sure about you yet. You're neither in the position to be accepted early nor is your application weak enough to be outright rejected. Your application might be a bit weaker compared to the REA round, but it could still end up being stronger when they review it against others from your region who applied RD. I'm not saying RD is weaker, but the reality is that many top students have already committed to their ED schools, so you're technically not competing with those or with legacies who tend to apply early
