tbh if ur really interested in nuero go to a state school like rutgers
or full ascend ilke USC or UCs etc as thats where the advantageous will lie

rice maybe? idk how good it is for cs or neuro but if you make less than 75k you get full ride

princeton has one of the best computation neuro and applied math program in the country
plus the class to faculty ratio is like 1:5

Rice is great for premed/neuro and cs outcomes and also has good aid. Fits all the criteria and stuff being in Houston
yep, cs is technically my top, neuro is just a side interest while i continue exploring :) ai ethics is really more of my interest, which it why MIT eecs is also intriguing
