defer is they'll look at your application again during RD. from my understanding theyre planning on reducing the incoming class size to make up for their over-enrollment the past couple years so i would not heavily count on getting in if you got deferred but it is possible

generally i'd keep that sentiment with a deferral for most publics, since most public universities get the vast majority of their incoming class from their EA acceptances

you only have to take like 3 extra classes technically, to get honors credits you can also contract/take level 500 classes/take an honors section.

its a quick event thats basically an info session and if they do it the same way they did it for me you'll sit in a demo for an honors class (it wont be a demo for one of the first year experience seminars, but it still helps you get an idea of what the classes are like) & then theres a separate info session for parents
