well the way that admissions works at penn is you have 2 AOs per region who read your file, give you scores, and then choose to send you to the second level or not

and then second level a committee of different AOs review their notes and scores and choose to admit or not

but also i’m pretty sure Penn AOs know instantly because a few days after RD every person accepted to Penn gets an email from their AO discussing why
