Following the creation of test optional, applications at a lot of schools (including Penn) skyrocketed. It wasn’t as much of a barrier anymore—people were no longer like “oh I got a 1200 and have to submit it, might as well not apply.”
What this means is that it is much easier for anyone to apply, including people with profiles that are lacking in other departments. People that are unqualified overall, or at least more than before.
So don’t take that percentage as “test optional ruins my chances,” interpret it as “the test optional pool doesn’t exactly mirror the general, submitted test pool”

Colleges aren’t holding it against applicants because they aren’t meant to make assumptions like that
There are a world of reasons why someone couldn’t take the SAT/ACT besides covid, Covid can still actually be a reason, and there are other reasons for moving away from SAT/ACT requirements (ex. wealthier students perform better on it, it isn’t the best indicator for success in college, etc.)
So AOs cannot be and aren’t assuming that TO = didn’t do good = not smart enough

Your argument doesn’t stand either, how do you know colleges wouldn’t hold it against applicants and whether they see value in a SAT/ACT score or not. On their CDS, Penn ranks Standardized Test Scores as extremely important. The admissions offices are obviously not completely transparent in their admissions process but this proves that they do definitely consider highly of it. I personally think the SAT/ACT is considerably important because it measures 2 of the most important factors when determining the success of a student academically: Retention of knowledge (math formulas, grammar rules, etc.) and study skills/preparation, and Penn probably thinks similarly, though obviously I’m speculating as well.
Wealthier students will preform better on basically everything that colleges consider. They have access to thousands of dollars of tutoring that can lead both to a higher gpa and sat/act score. We’ve both seen the nepotism ecs, and tens of thousands of dollars that college consultants ask for as well to basically make your application for you. Should colleges consider none of this? Colleges already give a boost to FGLI applicants anyways.

I think there could be situations for some students to actually “need SAT/ACT” more. For instance, International students who didn’t do IB/AP or maybe your grade might’ve suffered a bit during sophomore year and you want to prove you are still academically viable
