I would first see if there is a prof who is involved in that topic area. If not, there aren't many professors or spaces where you can just do your own unsanctioned research. There are some clubs like iGEM where they do some sort of wet lab research and get to be pretty self-guided, but it's a group thing and the topic might not be what you're interested in. I know there are grants and stuff, but the grants don't necessarily provide you with the space/tools to do your own researching. You should definitely explore the website though because I could be wrong and there could be something specific to a certain department that I don't know about.
