heres the thing. I don't know if Cornell changed their likely letter policy, but according the the ivy league agreement posted on their website here, it says that the letters are only for student-athlete applications:

a. Likely Letters to Student-Athletes
From October 1 through March 15 of senior year, an admissions office may issue probabilistic communications, in writing, to recruited student-athlete applicants who have submitted all required application materials.

My friend's theory is that since earlier this year they wanted to accept more people RD than ED to make it more "fair" (look at the Cornell Sun Article), they are going to take much more people RD so they don't need likely letters for yield. In other words, they don't need the letters anymore as their freshman class will be filled enough.

No where does it mention on the ivy league contract that likelies must be sent before March 15th. In the contract, the likely letters are referred to as "probabilistic communications".
